I think LabVIEW did at some point register the project directory as an additional search path but there is likely some discontinuity in .Net Core that makes this same mechanism not work in it. What definitely won't happen is that .Net will search for dependencies automatically in the directory from which an assembly is loaded.
Additionally, the LabVIEW myRIO Toolkit is only compatible with 32-bit LabVIEW, so be sure to install LabVIEW 32-bit even if you are working on a 64-bit operating system. The latest available LabVIEW myRIO Toolkit is 2021 SP1, and the latest LabVIEW compatible with this toolkit is LabVIEW 2021 SP1.
